Council Leadership Structure

The council elects a chair and two vice chairs each year.  Here is some information about the role of the chair and the vice-chairs.

The Council Chair

  1. Provides primary supervision to council staff.
  2. Chairs Executive Committee.
  3. Works with Executive Committee to evaluate Executive Director.
  4. Collaborates with staff in the development of the initial draft of quarterly meeting agendas, which the Executive Committee considers.
  5. Plays a significant role in representing the council to partners, stakeholders, and the general public.
  6. Is the lead architect of council strategy.
  7. Is responsible for supporting other council members to develop and strengthen their leadership skills.
  8. Facilitates the quarterly meetings.

Council Vice-Chairs

  1. Support the success of the council as a whole by taking leadership in the absence of the chair.

Committee Chairs

  1. Support committee members to successfully participate in the work of their committee.
  2. Develop a committee work plan.
  3. Develop an agenda for conference calls. 
  4. Offer committee reports at the quarterly council meeting.
  5. Facilitate committee meetings.

Council Committees

The WSRC has five committees, here is a bit of information about the role and function of each committee. 

The Executive Committee

This committee is chaired by the council chair.  The chair of each of the four other committees serves on the Executive Committee, as do both council vice-chairs.  Some of the functions of this committee include:

  1. Developing and approving council agendas for quarterly meetings.
  2. Spearheading short and long range strategic planning.
  3. Addressing personnel issues.
  4. Developing the council’s annual proposed resource plan (budget).
  5. Supporting the overall cohesion of the council.
  6. Developing and overseeing a council communication plan.

Council Effectiveness Committee

  1. Supporting a council recruitment process.
  2. Supporting the success of council members.
  3. Noting council attendance.
  4. Providing new council member orientation.

Interagency Liaison Committee

  1. To support council efforts to build and sustain relationships with key partners.
  2. To share information with partners, stakeholders, and the general public about the work of the WSRC.
  3. To share information from partners, stakeholders, and the general public with WSRC members.

Planning and Public Policy Committee

  1. Provides key representation for the council in its policy partnership with DVR.
  2. Makes informed recommendations about DVR internal policies and procedures.
  3. Offers recommendations to DVR in the development of public policy.
  4. Drafts the WSRC portion of DVR’s State Plan.
  5. Spearheads the gathering of feedback on DVR’s Strategic Plan. 
  6. Supports the process of developing the council’s annual report. 

Customer Satisfaction and Program Evaluation Committee

  1. Sponsors the council’s quarterly customer forum.
  2. Develops and conducts customer satisfaction survey.
  3. Develops and conducts customer needs assessment.
